In Portugal, EQUAL, a budget line of the European Social Fund, has identified a large demand for all types of management training in companies and business associations in order to increase the employability and employment rates in the country. Support is provided in particular to specific vulnerable target groups and in poorer regions in Portugal.
In order to enhance the quality of proposals and the ultimate projects, the European Social Fund (EQUAL) supports a special project on the dissemination of Sound Planning / Project Cycle Management (PCM). This project runs in several countries already (Italy, Poland, Flanders, Wallonia) and a special web site is used by this PCM community to exchange knowledge and experiences.
PCM Group provided training in the summer school in Cagliari, Sardinia and gave already presentations in several large conferences organized in Vilnius, Milano, Antwerpen, Warsaw and San Sebastian.
This project on Sound Planning / PCM in Portugal involves two associations as partners: one for local development ANIMAR (www.animar.pt) and the other a northern entrepreneurial association (www.uern.pt) and a third partner, a management consultancy company acting as facilitator (Nítida Mente).
This partnership organized a specialized PCM Focal Point training for their facilitators and disseminators to support the proper application of the Logical Framework Analysis (LFA) with the Project Managers.
Twelve senior representatives of the partnership attended the 5-day intensive PCM Focal Point training that was organized at a superb venue at the coast 60 km north of Lisbon. Under simultaneous interpretation this training taught by Erik Kijne made the facilitators highly knowledgeable on the concepts and quite competent in the steps of the LFA procedures. Moreover when applying these procedures to their own projects that were used as cases, they appreciated the applicability and practiced the coaching skills of the small teams in the sub-groups. This was a simulation of their coaching role in relation to the disseminators who will collaborate with the Project Managers to enhance the quality of the projects.
Two groups of ten disseminators were offered a basic and highly practical training on the Logical Framework Analysis. Federico Bussi, one of our Associates in Italy taught the 2×3-days course in Portuguese.
