Programming Phase

[accordion] [tab title=”What are main characteristics of the programming phase?”] The programming phase specifies the sectors and areas of priority for a potential intervention in a particular country and may also indicate ideas for projects or programmes. Indicative programmes focus more on the achievement of global objectives, in specified sectors, in macro-economic and social terms.
[/tab] [tab title=”What kind of problems commonly arise during the programming phase?”] The main challenge is to match wider sector approaches and the geographical focus of the donor, with the policy frameworks of the recipient governments or institutions. Politics often dictate the choice of sector.

Often ‘projects’ or detailed areas of intervention are already identified in the strategy making it really difficult to avoid implementing it whenever it appears not to be relevant.

Sector strategies must particularly emphasize the required focus beneficiary or end-user(s) to be assisted and explain why special attention is required.

Strategies should elaborate WHO to address, WHY to do so (problem situation) and WHAT to achieve in the wider context (Overall Objectives). The strategy may also indicate the approach (HOW) to achieve this.
