Politics often dictate the choice of sector.
Often ‘projects’ or detailed areas of intervention are already identified in the strategy making it really difficult to avoid implementing it whenever it appears not to be relevant.
Sector strategies must particularly emphasize the required focus beneficiary or end-user(s) to be assisted and explain why special attention is required.
Strategies should elaborate WHO to address, WHY to do so (problem situation) and WHAT to achieve in the wider context (Overall Objectives). The strategy may also indicate the approach (HOW) to achieve this.
