I have NO IDEA why the science of Project Management in general does not bother about Situational Analysis and Project Design.
Most methods, like for example PRINCE2 start their procedure by stating:
“Write your Business case and draft the objectives” FULL STOP!
Can you imagine the feeling of total despair when realising that ALL WE DO IS BEFORE that particular moment of writing the objectives …
WHY, yes also here the most important question, WHY is it that Project Management is not taking Project Design serious. While MOST evaluations discover weaknesses and errors in the design …

I second Miguel’s expression of satisfaction and gratitude for the training in thinking about interventions and concrete project design. It is sad to think how many times I have reviewed project documents that fail to justify the planned intervention.
And Erik, your comment is really to the point. It is unbelievable that Prince2 can get by with ignoring the most pressing issues about an intervention: the justification, scope and development of objectives of the intervention.
